						<section><p>The <span class="dictionary">Department</span> is authorized to receive such gifts and donations, either from public or private sources, as may be offered unconditionally or under such conditions as in the <span class="dictionary">judgment</span> of the <span class="dictionary">Department</span> are proper and consistent with this title. All moneys received as gifts or donations shall be deposited in the state treasury and shall constitute a permanent special fund. Such moneys may also be used in matching federal grants.
