						<section><p>The <span class="dictionary">Department</span> shall be the agency to license <span class="dictionary">blind persons</span> who are residents of the Commonwealth and who are at least eighteen years of age for the operation of <span class="dictionary">vending stands</span> and other <span class="dictionary">business enterprises</span>.
		In licensing operators, the <span class="dictionary">Department</span> shall give preference to those <span class="dictionary">blind persons</span> who are in need of employment.
