						<section><p>Any applicant or recipient aggrieved by any decision of a <span class="dictionary">local board</span> in granting, denying, changing or discontinuing <span class="dictionary">public assistance</span>, may, within thirty days after receiving written notice of such decision, <span class="dictionary">appeal</span> therefrom to the <span class="dictionary">Commissioner</span>.
		Any applicant or recipient aggrieved by the failure of the <span class="dictionary">local board</span> to make a decision within a reasonable time may ask for a review of the same by the <span class="dictionary">Commissioner</span>.
		The <span class="dictionary">Commissioner</span> may delegate the duty and authority to duly qualified <span class="dictionary">hearing</span> officers to consider and make determinations on any <span class="dictionary">appeal</span> or review by an applicant for or recipient of <span class="dictionary">public assistance</span> concerning any decision of a <span class="dictionary">local board</span>. The <span class="dictionary">Commissioner</span> shall establish an <span class="dictionary">appeals</span> review <span class="dictionary">panel</span> to review administrative <span class="dictionary">hearing</span> decisions upon the request of either the applicant or the <span class="dictionary">local board</span>. Such <span class="dictionary">panel</span> shall determine if any changes are needed in the conduct of future <span class="dictionary">hearings</span>, or to policy and procedures related to the <span class="dictionary">issue</span> of the administrative <span class="dictionary">appeal</span>, and periodically report its <span class="dictionary">findings</span> to the <span class="dictionary">Commissioner</span>.
