						<section><p>By January 1 of each even-numbered year, the <span class="dictionary">Department</span>, using the relevant <span class="dictionary">base year</span> data, shall calculate the <span class="dictionary">adjusted crime index</span> for each city and each <span class="dictionary">eligible county</span>.
