ALLOWING ESCAPE OF LOAD MATERIAL; PENALTY (§ 10.1-1424)

No vehicle shall be driven or moved on any highway unless the vehicle is
constructed or loaded to prevent any of its load from dropping, sifting, leaking
or otherwise escaping therefrom. However, sand or any substance for increasing
traction during times of snow and ice may be dropped for the purpose of securing
traction, or water or other substances may be sprinkled on a roadway in cleaning
or maintaining the roadway by the Commonwealth or local government agency having
that responsibility. Any person operating a vehicle from which any glass or
objects have fallen or escaped which could constitute an obstruction or damage a
vehicle or otherwise endanger travel upon a public highway shall immediately
cause the highway to be cleaned of all glass or objects and shall pay any costs
therefor. Violation of this section shall constitute a Class 1 misdemeanor.
