PROHIBITING SALE ON HIGHWAYS OF PLANTS, SHRUBS OR TREES (§ 15.2-1219)

Any county may prohibit the sale or the offering for sale of any plants, shrubs
or trees or any part or parts thereof upon any public highway or right-of-way of
any public highway located within such county. However, nothing in this section
shall apply to any business in which real property is owned, leased or occupied
in any way adjacent to such highway or right-of-way by such business. No penalty
for the violation of any ordinance enacted pursuant to this section shall impose
a fine exceeding fifty dollars.
