TIME LIMIT FOR INTERVENORS; PUBLICATION OF ORDER (§ 15.2-3805)

The special court shall by order fix a time within which a voter, property owner
or political subdivision not served may become a party to a proceeding
instituted under this chapter, and thereafter no such petition shall be
received, except for good cause shown. A copy of the order shall be published
twice in a newspaper of general circulation in the county and in the adjoining
or adjacent counties and cities, with the first notice appearing no more than 28
days and the second notice appearing no less than seven days before the time
fixed by the special court.
