ELECTION AND TERMS OF OFFICE OF MAYOR AND COUNCILMEN AFTER TOWN BECOMES CITY (§
15.2-3819)

At a general election of city officers, to be held on the second Tuesday in May
after a town is declared to be a city, a mayor and city council shall be elected
for the city. The terms of office of the mayor and city council shall begin on
July 1 following their election. The mayor shall serve for four years. One half
of the council shall serve for two years, and the other half for four years.
