INVESTIGATION BY COMMISSION ON LOCAL GOVERNMENT; CERTIFICATION OF FINDINGS TO
GOVERNING BODY (§ 15.2-4001)

If it appears from the most recent United States census that a city may not meet
the requirements for city status under Article VII, Section 1 of the
Constitution of Virginia, the Commission on Local Government shall commence an
investigation of the population, assets, liabilities, rights and obligations of
such city and certify the findings to the governing body.
