WHEN GOVERNING BODIES MAY DECLARE NEED FOR COMMISSION (§ 15.2-5202)

Governing bodies may adopt resolutions declaring the need for hospital or health
center commissions in political subdivisions, if they find that the public
health and welfare, including the health and welfare of persons of low income in
such subdivisions and surrounding areas require the acquisition, construction,
financing, or operation of a hospital or health center.
