HOW NEED DETERMINED (§ 15.2-5304)

The determination as to whether there is a need for an authority to function may
be made by the governing body on its own motion or upon the filing of a
petition, signed by 100 registered voters of the city, asserting that there is
need for an authority to function in the city and requesting that the governing
body so declare.
