IN GENERAL (§ 15.2-5322)

An authority shall constitute a body politic and corporate with perpetual
succession, exercising public powers, and having all the powers necessary or
convenient to carry out and effectuate the purposes and provisions of this
chapter. It may sue and be sued and have a seal with power to alter same at
pleasure.
