CHAPTER TO CONSTITUTE COMPLETE AUTHORITY FOR ACTS AUTHORIZED; LIBERAL
CONSTRUCTION (§ 15.2-5615)

This chapter shall constitute full and complete authority, without regard to the
provisions of any other law, for the doing of the acts and things herein
authorized. This chapter, being necessary for the welfare of the Commonwealth
and its inhabitants, shall be liberally construed to effect the purposes hereof.
