APPROPRIATIONS (§ 15.2-950)

A locality may make appropriations for the purposes for which it is empowered to
levy taxes and make assessments, for the support of the locality, for the
performance of its functions, and the accomplishment of all other lawful
purposes and objectives, subject to such limitations as may be imposed by law.
