COMMITMENT OF INSANE, ETC., PERSONS (§ 16.1-69.28)

A judge of a district court shall have and may exercise, concurrently with
special justices appointed for the purpose, the jurisdiction conferred by
general law upon justices, and special justices in all matters in connection
with the adjudication and commitment of incapacitated persons, including
drug-addicted and inebriate persons, and the institution and conduct of
proceedings thereof. Such proceedings may be had at any place within the
jurisdiction of the court over which such judge presides.
