STATEMENT OF INTENT AND PURPOSES (§ 2.2-418)

The General Assembly finds and declares the following:

1. The operation of open and responsible government requires the fullest
opportunity to be afforded to the people to petition their government for the
redress of grievances and to express freely their opinions on legislative and
executive actions.

2. The identity and expenditures of certain persons who attempt to influence
legislative and executive actions with respect to legislation and executive
orders should be publicly identified to preserve and maintain the integrity of
government.
