LIBERAL CONSTRUCTION; INCONSISTENT LAWS INAPPLICABLE (§ 2.2-4705)

A. This chapter, being necessary for the welfare of the people of the
Commonwealth, shall be liberally construed to effect the purposes thereof.

B. Insofar as the provisions of this chapter are inconsistent with the
provisions of any general or special laws or charters, or parts thereof, the
provisions of this chapter shall control.
