DELAY; EXTENSION OF TIME (§ 21-336)

In case the work is delayed by high water, sickness or any other good cause, and
the final report is not completed at the time fixed by the court, the engineer
on the board of viewers shall communicate with the court or the judge thereof in
vacation, either before or after the expiration of the time, and state in
writing the cause of such failure and ask for sufficient time in which to
complete the work and the court or the judge thereof shall set another date by
which the report shall be completed and filed; the action of the court or judge
in such a case to be conclusive evidence as to the sufficiency of the grounds
for such postponement or extension.
