POWERS OF INSTITUTIONS VESTED IN MAJORITY OF MEMBERS OF BOARD; QUORUM (§
23.1-1101)

The powers of each institution derived directly or indirectly from this chapter
are vested in and may be exercised by a majority of the members of its board,
and a majority of such board constitutes a quorum for the transaction of any
business authorized by this chapter.
