HOW SPECIAL ELECTIONS SUPERINTENDED AND DETERMINED (§ 24.2-681)

All special elections shall be superintended and held, notice thereof given,
ballots prepared, returns made and certified, votes canvassed, results
ascertained and made known, and certificates of election given, by the same
officers, under the same penalties, and subject to the same regulations as
prescribed for general elections, except as otherwise provided by law.
