PRIVILEGE OF MEMBERS FOR WORDS SPOKEN OR WRITTEN (§ 30-9)

No member or former member of the General Assembly shall be arrested or
imprisoned for or on account of any words spoken or written or any proceedings
had in either house; but nothing herein shall in any respect restrict the power
which each house of the General Assembly has over its respective members.
