WHEN ATTORNEY GENERAL TO REPRESENT BOARD; SPECIAL COUNSEL (§ 32.1-28)

The Attorney General shall represent the Board and Commissioner in all actions
and proceedings for the enforcement of regulations or orders of the Board or
Commissioner or the provisions of this title except actions or proceedings to
which the Commonwealth or any of its agencies or institutions is a party
defendant. Upon approval by the Governor, the Board is authorized to employ
special counsel in such actions or proceedings.
