POLICY (§ 33.2-281)

The General Assembly finds that there is a compelling public need to provide a
balanced multimodal transportation system that enhances the service capabilities
of passenger and freight rail, public transportation, highways, aviation, and
ports and that it is in the public interest to ensure that passenger and freight
rail and public transportation are full participants in that multimodal system
to reduce energy consumption, congestion, and air pollution; to enhance the
environment; to support economic development; and to ensure the efficient
movement of goods and people. Accordingly, the General Assembly finds that this
chapter is necessary for the public convenience, safety, and welfare.
