DIMMING HEADLIGHTS ON PARKED VEHICLES (§ 46.2-1035)

Whenever a vehicle is parked so that the beam from its headlights will glare
into the eyes of the driver of a vehicle approaching on a highway, the operator
of the parked vehicle shall dim or use the low beam of such lights so that
glaring rays are not projected into the eyes of an approaching driver.
