TEMPORARY DRIVER&#8217;S PERMIT (§ 46.2-344)

The Department, upon determining, after an examination, that an applicant is
mentally, physically, and otherwise qualified to receive a license, may issue to
him a temporary driver&#8217;s permit entitling him, while having the permit in
his immediate possession, to drive a motor vehicle on the highways. The
temporary driver&#8217;s permit shall be valid until receipt of the
driver&#8217;s license but in no case shall be valid for more than 90 days from
the date of issuance.
