AGE LIMITS FOR DRIVERS OF PUBLIC PASSENGER-CARRYING VEHICLES (§ 46.2-810)

No person, whether licensed or not, under the age of eighteen years shall drive
a motor vehicle while in use as a public passenger-carrying vehicle.
