RULES AND REGULATIONS; MODEL ORDINANCE (§ 57-66)

The Board shall have the power to make and publish reasonable rules and
regulations not inconsistent with this chapter, or other applicable laws, or the
Constitution of the Commonwealth, or the Constitution of the United States, for
the enforcement of the provisions of this chapter and for the achievement of
uniform regulation of charitable solicitations throughout the Commonwealth. The
Commissioner shall promulgate a model ordinance which may be used by localities
in their regulation of charitable solicitations.
