LIBERAL CONSTRUCTION OF CHAPTER (§ 62.1-223)

The provisions of this chapter shall be liberally construed to the end that its
beneficial purposes may be effectuated. No proceedings, notice or approval shall
be required for the issuance of any bonds of the Authority or any instruments or
the security thereof, except as provided in this chapter. Insofar as the
provisions of this chapter are inconsistent with the provisions of any other
law, general, special or local, the provisions of this chapter shall be
controlling.
