CONFIDENTIAL RECORDS AND INFORMATION CONCERNING CHILD SUPPORT ENFORCEMENT (§
63.2-103)

Any records established pursuant to the provisions of § 63.2-1902 shall be
available only for the enforcement of support of children and their caretakers
and to the Attorney General, prosecuting attorneys, law-enforcement agencies,
courts of competent jurisdiction and agencies in other states engaged in the
enforcement of support of children and their caretakers. Information pertaining
to actions taken on behalf of recipients of child support services may be
disclosed to the recipient and other parties pursuant to Board regulations. The
Board shall adopt regulations regarding the release of information to parties
involved in administrative proceedings pursuant to Chapter 19 (§ 63.2-1900 et
seq.) of this title, taking into account the health and safety of the parties to
whom the information is related, and such releases of information shall be
permitted, notwithstanding the provisions of the Government Data Collection and
Dissemination Practices Act (§ 2.2-3800 et seq.). Information may also be
disclosed to authorized persons, in accordance with 42 U.S.C. § 663, in cases
of unlawful taking or restraint of a child.
