§ 46.2-1186 False certificate
No person shall make, issue, or knowingly use any imitation or otherwise counterfeit official certificate of emissions inspection. No person shall issue or cause or permit to be issued any certificate of inspection knowing it to be fictitious or knowing it to have been issued for a vehicle other than the vehicle identified on the certificate.
